Social Number and Tax Number in Armenia in 2026: How a Foreigner Gets Them
The social number (ՀԾՀ, Public Services Number) is a 10-digit number for state services, the tax number (ՀՎՀՀ, TIN) is needed for taxes. Both are free: the PSN certificate is issued immediately, the TIN arrives online immediately or within 1 working day.

In short
- Armenia has two different numbers: the social number (ՀԾՀ, Public Services Number, PSN) and the tax number (ՀՎՀՀ, TIN).
- The PSN is issued by the Migration and Citizenship Service of the Ministry of Internal Affairs, the TIN by the State Revenue Committee (SRC, src.am).
- Both are free.
- The data below was checked on official portals on 20.10.2026.
What these numbers are
| Social number (ՀԾՀ, PSN) | Tax number (ՀՎՀՀ, TIN) | |
|---|---|---|
| What it is | A unique 10-digit number for state services | A unique taxpayer number |
| Issued by | Migration and Citizenship Service, Ministry of Internal Affairs | SRC |
| For whom | Citizens, foreigners with residence rights, stateless persons permanently residing, refugees and foreigners legally in the country | Taxpayers, including foreigners |
| Cost | Free | Free |
| Time | Immediately | Immediately online or within 1 working day |
"Social card" is the everyday name for the card the social number is linked to. The Migration Service's official text calls the number "PSN (social security card)". We have not confirmed from a primary source whether a foreigner receives a separate plastic card.
Who needs what
- Social number: for state services, including getting a tax number through the portal.
- Tax number: this is your taxpayer number at the SRC. With it you get access to the SRC personal account and can apply for a tax residency certificate (tax residency). Whether it is needed to register as a sole proprietor, see sole proprietor registration.
- For a bank account. The published terms of two banks do not list a social number, details: account for a non-resident.
If you have an address in Armenia, that is a separate topic: registration at an address.
How to get a social number
The service is called "Acquiring a Certificate on the Public Services Number (PSN)". Provided by the Migration and Citizenship Service of the Ministry of Internal Affairs.
Ways to apply:
- In person at the subdivision of the Migration and Citizenship Service of your choice.
- Through an authorized representative.
- Online, if you have strong YesEm authentication. The certificate arrives by e-mail and appears in the "Applications" section of your account.
Documents for in-person filing:
| Who you are | What to bring |
|---|---|
| Foreigner with a residence status | Document confirming residence status in Armenia and a copy |
| Foreigner legally in Armenia without residence status | Passport of the foreign state and a notarized Armenian translation |
| Stateless person permanently residing | Residence certificate issued by the competent Armenian authority |
| Refugee | Convention travel document and a copy |
If your Armenian citizenship status needs clarification, foreigners born after 28 November 1981 must also submit their parents' identity documents and marriage certificate (or substitute documents). Legal basis per the service page: Government Decision No. 419-N of 05.04.2012.
Time and cost: issued immediately, free of charge.
You can also refuse the number: the certificate of refusal of a PSN is also free and issued immediately. It matters because a tax number requires one of two documents: a social number or this certificate.
How to get a tax number
There are two routes. Which one fits depends on your status.
Option 1: hartak.am portal and e-request
Service "Obtain a Taxpayer Identification Number (TIN)". Data from the national services portal:
| Item | Value |
|---|---|
| Who can apply | Armenian citizens, foreigners holding Armenian residency |
| Cost | Free |
| Filing time | 5-10 minutes |
| Delivery | Immediately via the personal page in the SRC Unified System of Electronic Services (YesEm required), or within 1 working day by e-mail via the e-request platform |
| Documents | Passport or ID card, social number, or the number of a certificate that you have none |
| Basis | Government Decision No. 922-N of 08.07.2023 |
Through e-request, foreigners and Armenians living abroad follow the same steps but use the application form for non-residents.
Option 2: non-resident, on paper or by e-mail
The SRC guide for foreign individuals (January 2025 version):
- Download the TIN application form for non-residents (Annex 4 to SRC Order No. 327-N of 25.09.2017, arlis.am).
- Attach a passport copy and the social number if you have one.
- Submit the application at any SRC taxpayer service center or e-mail it to secretariat@petekamutner.am.
- You receive a taxpayer registration certificate with the TIN, date of registration and registering unit.
Registration is effective from the date in the certificate.
After getting a TIN you can submit another application for access to the Unified System of Electronic Services for individuals. A passport copy and the social number (if available) are needed. The SRC sends a letter with a link where you create a username and password.
Step by step for a foreigner
- If you have a residence permit, get the PSN certificate at the Migration Service. Bring the status document.
- If you have no residence permit but are legally in Armenia, bring your passport and a notarized Armenian translation.
- Get the tax number: through the SRC personal page (fastest), through e-request, or with a non-resident application.
- Apply for access to SRC electronic services.
- Keep the PSN certificate and the tax registration certificate: a bank or state bodies may ask for them.
What we could not confirm
- Whether a foreigner gets the number automatically with the residence card.
- How a foreigner without an Armenian document gets YesEm.
- Whether a foreigner is issued a plastic social card.
- Whether the SRC forms are current for 2026.
These points are listed as open questions. Before filing, check migration.mia.gov.am and src.am.
